The Office of National Security, in collaboration with the United Nations Development Programme (UNDP) Strengthen Security Coordination with the Orientation and Swearing-In of the Joint Operations Coordination Committee Members (JOCC) today, 5 October 2026, at the African Princess Hotel in Kololi.

The event marks the beginning of a four-day orientation and swearing-in exercise for members of committees established under the National Security Council Act, 2025. The exercise is designed to familiarise members with the provisions of the Act, their respective mandates, roles and responsibilities, as well as the procedures and working arrangements required for the effective functioning of JOCC.

Delivering the opening remarks on behalf of the National Security Adviser, Deputy National Security Adviser Mr. Ousman Jallow emphasized the important role of the JOCC as the operational arm of the National Security Council. He encouraged members to engage openly and professionally, identify operational gaps, strengthen coordination and ensure that emerging security threats are addressed through collective and well-coordinated responses.

The Deputy National Security Adviser further underscored the importance of information sharing, inter-agency cooperation and respect for the rule of law, noting that effective national security requires trust, professionalism, communication and a shared understanding of national priorities. He urged members to ensure that their deliberations result in concrete outcomes, clearly defined responsibilities and actionable recommendations.

The orientation programme includes sessions on the Overview of the National Security Council Act, the mandate and functions of the JOCC, Procedures and Working Arrangements of JOCC, Coordination and Information Sharing, and the Oath of Secrecy, culminating in the formal swearing-in of committee members.

The orientation and swearing-in programme will continue with the Joint Intelligence Committee on 6 October, the Joint Strategic Technical Committee on 7 October, and the Regional Intelligence Committees on 8 October 2026.
