SENEGAL: Major General El Hadji Daouda Niang appointed as new National Intelligence Chief

The President of Senegal HE Bassirou Diomaye Faye has on 24th April 2024 appointed Major General El Hadji Daouda Niang as the new Director General of Senegal‘s Intelligence Agency, a position widely referred Délégation générale au Renseignement national (DNR).

General Niang replaces the former Commander of the National Gendarmerie, Lieutenant General Cheikh Sène, at the head of the DNR.

It would be recalled that the DNR was created in 2014 by decree 2014-940/PR. The agency (DNR) brings together all the services that were housed in various ministries and the Presidency of the Republic. The DNR is placed under the direct authority of the Head of State, it oversees the Directorate General of Domestic Intelligence (DGRI) and the Directorate General of Foreign Intelligence (DGRE).

The newly appointed Director General was the Ambassador of Senegal to the Republic of Côte d’Ivoire.

El Hadji Daouda Niang was promoted to the rank of Major General since 2020. He held senior positions in the Senegalese administration including head of the Counter-Terrorism Unit at the Ministry of the Interior.

Major General Niang was at one time Commandant of the Ecole Nationale des Officiers d’Active, Chief of Staff to the Chief of the Armed Forces General Staff, Director General of External Intelligence and then Inspector General of the Armed Forces.

It would be recalled that Retired General Farba Sarr of the National Gendarmerie of Senegal was the first director general of DNR under the Office of the President since 2014. He has occupied the position since 2014 until his retirement two years ago. He was replaced by Lieutenant General Cheikh Sène.
